Issue Brief: National Landscape Conservation System Act

The Issue

ASLA supports congressional authorization for the National Landscape Conservation System (NLCS), a network of premier national conservation areas, national monuments, wilderness areas, wilderness study areas, wild and scenic rivers, and national historic and scenic trails.

Background & Analysis 

The National Landscape Conservation System Act would provide congressional authorization for the preservation of the natural, cultural and historical resources of the NLCS lands and waters.

In 2000, the Department of Interior created the NLCS to protect some of the most treasured destinations under the Bureau of Land Management, including the Grand Staircase-Escalante National Monument, the Colorado Canyons National Conservation Area, and the California Trail, to name a few. The mission of the National Landscape Conservation System is to "conserve, protect, and restore these nationally significant landscapes that have outstanding cultural, ecological, and scientific values for the benefit of current and future generations." While the past two presidential administrations have supported the conservation of NLCS areas, the system has not yet received a formal congressional authorization.

In April 2008, the House of Representatives passed H.R. 2016 by a vote of 278-140 and it was then received in the Senate. However, in the Senate, the National Landscape Conservation System Act is included in Section 202 of the Omnibus Public Land Management Act of 2008 (S 3213).  This comprehensive measure includes over 90 pieces of individual public lands legislation.
