2024 Request for Qualifications for Rain Water Irrigation Design and Engineering

The Swinomish Indian Tribal Community (SITC) Construction Division located at 11404 Moorage Way, La Conner, WA, 98257 intends to procure Design and Engineering services for Rain Water Irrigation system systems at one of the one of the educational facility located at Swinomish. Qualified Solar Designers, Landscape Architects and or Engineers are invited to submit an RFQ response to participate for this project.

Description of the Project

With an annual rainfall of 28 inches in La Conner, and a collection area of 4,200 square feet, the building at the Northwest Indian College Swinomish site currently collects and processes hundreds of thousands of gallons of rainwater each year, thus the new Rain Water Irrigation Project will benefit from a large source of natural rainfall. The rainwater irrigation system would exist independently of all domestic/potable systems so there is zero risk of back-flow into the potable water system. This year round rainwater irrigation system would consist of a mainline buried to a depth below the frost line (~24”). In addition to a drip system this would Service 7 frost free hydrants so the system would not need to be shut down for the winter. Design, Engineering and eventual construction will include Storage Tanks, pump, disc filters, water meter, yard hydrants and a pressure tank.

The project is supported by grant funding. Government reporting standards must be met.

Scope Deliverables of the Design/Engineering project

1. Develop final Design from included concept drawing and descriptions in this RFQ packet that will be bid ready for Contractors in normal Civil Drawing format.

2. Provide review at 70% completion of all design and specifications.

3. Verify all concept designs functionality.

4. Verify Partially buried tank functionality

5. Produce needed Electrical details and line diagram to pump house

6. Provide specifications on the plans themselves.

7. Verify and or provide a materials list

8. Coordinate with Swinomish Staff and Subs necessary to the design

9. Provide a Construction Estimate of cost for the project

10. Verify Permitting and Historic requirements as it relates to design.

1. Copy of the RFQ Signature Page

2. Firms Identification and Qualification Page

3. List a qualifications and or qualified personnel

4. Current Rate Sheet of billable services.

5. Estimated Cost of Services related to this RFQ request.

Professional Qualifications

1. Must have one or more of the following, a current Design / Landscape Architect / Engineering License.

2. Housing, Commercial and Landscape / Irrigation experience demonstrated.

3. Preferably have 2 references from previous similar landscape projects.

Cost to Respond

The Tribe will not be liable for any costs incurred by the bidder in preparation of a RFQ response, in conduct of a presentation, or any other activities related to the RFQ response.

Procurement Award Criteria

Awards will be made based on best value to Tribe. The Tribe reserves the right to contact the bidder for clarification of its response and to make an award without further discussion of the response submitted. Consequently, responses should be submitted on the most favorable terms that the bidder could propose. All RFQ responses shall become the property of SITC.

RFQ Response Submittal Deadline

Robert “Hondo” Pell, the Tribe’s Construction Manager, is the sole Point of Contact (POC) for this procurement. Only electronic responses will be considered. Emailed response submittals must be received no later than 5:00 pm Pacific Standard Time on September 9, 2024. Responders should allow sufficient time to ensure timely receipt of the response by the RFQ POC. Late responses will not be accepted and will be automatically disqualified from further consideration.
